Coulter appoints Hankey to lead Public Services Department

Oakland County Executive Dave Coulter has appointed Barbara M. Hankey as director of the Department of Public Services. The Board of Commissioners approved her appointment on Sept. 30.

“As director of public services, Barb will bring performance-based leadership to ensure we are delivering equitable county services to our residents and achieving my administration’s strategic goals in public safety and criminal justice reform,” Coulter said. “Her commitment to measurably improving outcomes in community corrections has earned the respect and praise of her colleagues and county officials.”

The Department of Public Services includes the Medical Examiner’s Office, Oakland County Animal Shelter and Pet Adoption Center, Community Corrections, and Circuit Court Probation.

Hankey, who will be the first woman to lead the department, has over three decades of experience in working with justice-involved individuals. She began her career in Oakland County as a pretrial investigator in the county’s Pretrial Services Division in 1988. After five years, she became the chief probation officer for 52-4 District Court in Troy. She returned to Pretrial Services as a supervisor in 1996. Then she moved over to Oakland County Community Corrections Division as the chief of field operations from 1998 until 2001 when she became manager of the division. She has served in that role for two decades.

Hankey has a master’s degree in administration and bachelor’s degree in psychology from Central Michigan University. She also earned a certificate in fingerprint, firearm, and document analysis from the American Institute of Applied Science.

She is the president of the Michigan Association of Community Corrections Advisory Boards and past president of the Michigan Association of Treatment Court Professionals. She also is a member of the Michigan Jail Reform Advisory Council, National Institute of Corrections Pretrial Executives Network, National Association of Pretrial Services Agencies where she is co-chair of the Standards Committee, American Probation and Parole Association, American Jail Association, and Oakland County Equity Council.
