Elena Popova, 62, Bloomfield Hills, who operates Absolute Elder Care LLC in Bloomfield Hills has been fined $7,500 for continuing to operate an unlicensed adult foster care facility in violation of a court order and Michigan law, Michigan Attorney General Dana Nessel announced.
Last fall, Oakland County Circuit Court entered a permanent injunction, prohibiting Popova from providing unlicensed adult foster care at any location in Michigan. In April 2023, the Michigan Department of Licensing and Regulatory Affairs referred a request for assistance to the attorney gGeneral after an investigation found that Popova had continued to provide unlicensed adult foster care services at 1719 Hamilton Drive, Bloomfield Hills, MI in violation of the permanent injunction. The Department of Attorney General filed a motion requesting Popova be held in civil contempt for violating the injunction.
“Unlicensed facilities cause undue harm to our most vulnerable residents, and the many legal Michigan businesses who are dedicated to providing this necessary care,” said Nessel. “I’m grateful that the court acted to hold Ms. Popova accountable and ensure she can no longer illegally operate and endanger adults in need of foster care.”
A show cause hearing was held on August 2. Popova was held in civil contempt and fined $7,500, the maximum fee allowed, for violating the permanent injunction. She will also be responsible for paying attorney fees and costs.
