New System Tracks Efficiency at 55th District Court

Ingham County's District Court disposes of more cases than are filed there. This can now be determined accurately because of the Court's new case management system (Justice Information System - JIS) put in place last fall. Courts calculate efficiency by comparing the number of cases filed with the number of cases completed and closed. This is called a clearance rate. The clearance rate for the first quarter of 2010 was 114.81% - over 14% more cases were finished than started. A positive clearance rate allows the court to reduce historic backlogs. Michigan courts file this information with the State Court Administrative Office (SCAO) annually. "Unfortunately, our previous information system provided inaccurate data to the SCAO," said Chief Judge Tom Boyd. "It's been frustrating to work with an information system that produced false information. This made our jobs harder rather than easier," Boyd added. The District Court worked with the SCAO and the Ingham County Commission to replace its legacy system with JIS. "We have always known that our staff works very hard. Now we have the numbers to prove that they also work efficiently," Boyd said. Ingham County's 55th District Court hears cases from every Ingham County community, with the exceptions of Lansing (54A District Court) and East Lansing (54B District Court).
