LANSING (AP) -- Members of the Michigan House have introduced 85 bills and a half-dozen resolutions on the first day for submitting legislative proposals for the 2011-12 session.
The first bill introduced last Thursday would repeal a surcharge on the Michigan Business Tax. It's likely to pass as part of a broader, still-developing plan to reshape business taxes.
Other proposals would repeal Michigan's mandatory motorcycle helmet law in some circumstances and eliminate caps on the number of charter schools.
Another would allow "right-to-work" zones by local governments or schools. That would prohibit union shop contracts in those areas.
Proposals to change the state constitution include a limit on the size of annual tuition increases allowed at Michigan's public universities and changes to the state's term limits laws for elected officials.
