 LAD hires two lawyers

Legal Aid and Defender Association, Inc. has hired two new attorneys, Joan E. Morgan and Joycelyn Ward.

 Morgan is a deputy defender in LAD’s Federal Defender Office and works in LAD’s office in Flint.
 
She is a graduate of the University of Michigan and University of Detroit Mercy School of Law. 

She lives in Sylvan Lake.

 Ward is a staff attorney in LAD’s Civil Law Group. She is a graduate of Eastern Michigan University and Wayne State University School of Law. She received LAD’s Pro Bono Spirit Oakland County award in 2013. 

She lives in Farmington Hills.
 

Governor declares  disaster in Wayne, Oakland and Macomb 

LANSING, Mich. (AP) — Michigan Gov. Rick Snyder has declared a state of disaster in the Detroit area after heavy rain caused major road closures, flooded houses and damaged infrastructure.
 
The governor said Wednesday the action will help the state “fully coordinate and maximize efforts to support” local communities. The state declaration applies to Wayne, Oakland and Macomb counties and their affected municipalities.

Snyder says the flooding impacting southeastern Michigan “is a disaster in every sense of the word.”
Wayne County Executive Robert Ficano said Tuesday that an emergency declaration by Michigan allows a variety of resources to potentially be made available including support from the Federal Emergency Management Agency.
 

Appeals court OKs permits for Upper Peninsula mine 

TRAVERSE CITY, Mich. (AP) — The Michigan Court of Appeals on Wednesday upheld a decision by state regulators to allow construction of a nickel and copper mine in the Upper Peninsula backwoods, the latest development in a 12-year legal and political struggle.
 
A three-judge panel ruled unanimously that the Department of Environmental Quality was within the law to approve mining and groundwater discharge permits for the Eagle Mine in Marquette County. Kennecott Minerals Co. began the project but its present owner is Lundin Mining Corp., a Canadian company.
